Yes, as long as the notarial wording is in English and the notary can communicate directly with the signer.

No, a Notary cannot place their stamp and signature on a document with blank space. They must be filled in or crossed out to prevent changes after signing.

An oath or affirmation is a verbal notarial act in which an individual makes a solemn promise that a statement is true.An oath is religious in nature, while an affirmation has the same legal effect without religious reference. No document is required unless the oath or affirmation is part of another notarial act.

Affidavit (Verification on Oath or Affirmation)

Witnessing or Attesting a Signature
Witnessing or attesting a signature is a notarial act in which an individual signs a document in the physical presence of the notary public. The notary’s role is to confirm the identity of the signer and that the signature was made by that individual. This act does not involve swearing to the truth of the document’s contents.

Certifying or attesting a copy or deposition
Copy certification is a notarial act in which the notary confirms that a copy of a document is a complete and accurate reproduction of the original document presented.Certain documents, such as vital records or publicly recordable documents, may be excluded from copy certification under Pennsylvania law.
